All certificates and Licences are stampted
in advance with the Harbour Master's signature.
Licences for Lighters, Cargo-boats, Water
and other boats are renewed on the 1st. April.
Licences for Fish drying, Passenger, Cinder,
Bum, Hawker, and Marine dealers boats are renewed on the lat.

Village Boat Licences were formerly issued
at the Harbour Office but this is now done by Officers at the
Subsidiary Stations.
It may appear at first sight that each Clerk has his time fully occupied in book-keeping and filling
tha in of forms, but this is more apparent «and real as the work
is more of a periodical nature than a daily one.
I do not hesitate to state that these six
Chinese Clerks have much - to much - spare time. Under energe- -tio superviddon this spare time could be employed in keeping up accurate Statistics of the Trade of the Colony which are now
advocated. The inauguration and keeping up of these Statistics will not necessitate an increase of Staff.
In my opinion the Chief Clark will have
ample time to both assist in and to supervise the keeping up of
correct Statistics of the Trade of the Colony.
Since my arrival, I have noticed that the Assistant Harbour Master has to keep a Tonnage Ledger for statistical purposes. The details for this work are supplied by the Clearance Office. It appears to me that this is the duty
of the European Chief Clerk who is responsible for the work in
Harbour Master should have the Clearance Office, The Assistant
only technical duties to attend to.
